Relics are picked during a run, one per dungeon level, and last only for that run — they are not gear. Which pool you are offered depends on what you have equipped, so they are listed by the ability that unlocks them. Locked tiers still appear: a lower-level ability shows the same relics with more of them greyed out in game.
